Patrick Duterte – Interim Director

Patrick Duterte was appointed as the Director of Health and Social Services, for Solano County, in September 2001. He directed a department of close to 1100 staff through July 2013. He returned to Solano County as Interim Director of Health and Social Services in June 2014. He previously worked in Silicon Valley’s Santa Clara County Human Services Agency as Director of Employment and Benefit Services. In addition, he has managed child welfare programs and employment programs in San Francisco and San Mateo counties.
After serving his country in Vietnam, he received his bachelor and master degrees from University of California at Berkeley, and San Francisco State, respectively.
Patrick and his wife, Diane, have been married for 36 years, and have 5 children ranging from 35 years to 18 years old. He is an avid skateboarder, roller blader, cyclist, skier, unicyclist, Hot Yoga enthusiast, and is a lifetime 49er and Giants Fan.
Career Highlights:

  • SPUR Award – 1991 – Managerial Efficiency Award (San Francisco Planning and Urban Research Association)
  •  Pioneered the first National Model for insuring all children, Santa Clara County’s Children’s Health Initiative
  • President for two terms – the nationally recognized Solano Coalition for Better Health
  • Chair of the Bay Area Social Services Consortium (A Consortium of Bay Area Directors, Deans of Schools of Social Work, U.C. Berkeley, and Foundations)
  • Chair of the 18 County Consortium Directors Welfare Case Data System (Won the CIO Top 100 award)
  • Appointed to the National Association of Counties (NACo)– Health Steering Committee, Chair of Health Disparities Subcommittee, President’s Advisory Committee on Transitional Foster Youth, and President’s Advisory Committee on Health Communities
